Our two official languages are an integral part of our identity and that is why our government has taken concrete steps regarding official languages in recent years
An action plan that talks to Canadians
The design of this action plan reflects the latest developments in official languages and the important steps taken by the Canadian government to support the development of OLMCs and advance English and French in Canadian society.
During the period 2018-2023, the Canadian government supported the establishment of the Office of Francophone and Francophile Affairs of the Université de Ontario France and Simon Fraser University in Burnby. In addition, it negotiated a new cycle of support for official language learning in Canada – covering both minority language education and second language education or immersion – with provincial and regional governments. The government had also raised a point while drafting Bill C13, which used language consistent with the decision of the Federal Court of Appeal.
A strategic approach
Over the past two decades, the Canadian government has adopted a strategic approach based on long-term, transformative outcomes, using a consecutive five-year action plan to present Canadian citizens with a series of priorities that require urgent action.
The new action plan is no exception to the rule that sets out new investments to meet the priorities identified primarily through 2022 consultations.

Combating the demographic weight loss of francophones in Canada
The Action Plan on Relative Weight Loss of Francophones in Canada proposes to prevent demographic decline and increase their demographic weight not only through measures in support of Francophone immigration, but also through measures targeting official language minority communities (OLMCs). Another goal of these initiatives is to support communities in efforts to attract a skilled workforce who can communicate in Canada’s two official languages.
Conclusions
Action Plan for Official Languages 2023–2028: Protection-Promotion-Cooperation is, in a sense, a point of convergence between the needs to modernize the Official Languages Act, the hopes and expectations expressed by Canadians during the 2022 consultations and the government’s priorities for its official languages.
The unveiling of these action plans has always been a powerful moment, as it gives the public an opportunity to know where the government is going in support of official languages. But these action plans are much more than the mandatory rally held every five years.
